yeah 3 weeks in pattaya is wayyyy too long. 1 in bkk 1 in pattaya 1 in Koh tao/KPN and a week in phuket would get all your check lists. bkk has tons of places to bang. pattaya.. well if you're into older chicks then sure. phuket is great. lots of places to bang and get high. my friend owns a small hotel and a dispensary there so I'm pretty sure phuket will be great. kpn for fullmoon party.

Book the ticket from Pattaya to Phuket in advance! The earlier you book, the cheaper usually the price is. Also, you will be sure to have a place on the bus from Pattaya to Phuket, compared instead if you buy it at the last moment, or directly at the station. If you can, avoid travelling at peak times.
